Guangdong Province's Pilot Work Plan for Promoting the Construction of "Waste free Cities"
In order to thoroughly implement Xi Jinping's idea of ecological civilization, promote the pilot construction of "waste free city" in our province, explore the construction of a waste free pilot zone in the Pearl River Delta, and combine the experience of Shenzhen in promoting the pilot construction of national "waste free city" with the actual situation of the province, this work plan is formulated.
1、 General requirements
(1) Working ideas.
Guided by the concept of green and low-carbon circular development, focusing on the three key links of solid waste source reduction, resource utilization and safe disposal, we should innovate the system and mechanism, optimize the construction mode, guide all staff to participate, and strive to solve the current problems of large solid waste production, impeded utilization, illegal transfer and dumping, difficult site selection of disposal facilities, and structural imbalance of disposal capacity, Gradually build a long-term mechanism for building a "waste free city".
(2) Pilot scope.
All cities in the Pearl River Delta (hereinafter referred to as waste free pilot areas). Encourage cities in eastern Guangdong, western Guangdong and northern Guangdong to carry out pilot work simultaneously.
(3) Pilot objectives.
By the end of 2023, the pilot cities will have achieved remarkable results in promoting green industry, green life and green agriculture, cultivating solid waste disposal industry, and promoting the multi governance of solid waste. The reduction and recycling level of industrial solid waste and domestic waste will be comprehensively improved, the comprehensive safety control of hazardous waste, and the effective utilization of major agricultural waste. The collaborative mechanism of the waste free pilot zone has been initially established, and regional linkage has been continuously strengthened and cooperation has become more extensive and in-depth.
2、 Main tasks
(1) Promote industry Green production We will accelerate the recycling of industrial solid waste.
1. Promote industrial green production. Encourage and support enterprises to implement full life cycle green management in the process of production and service, integrate the concept of green low-carbon cycle into the whole process of industrial design, production and recycling, and vigorously promote the construction of green manufacturing system. The pilot cities have created a batch of green design products, green supply chains and green factories in household appliances, building materials, machinery, automobiles, electronic information, chemicals, textiles and other industries according to the regional industrial development characteristics and regional advantages. We will strengthen the circular combination of the industrial chain, encourage industrial parks to create green parks and ecological industrial demonstration parks, and carry out the transformation of recycling industrial parks and the pilot construction of "waste free parks". In key industries such as nonferrous metal smelting, petroleum processing, chemical industry, coking, electroplating, etc., cleaner production technologies focusing on solid waste reduction and recycling are promoted, and compulsory cleaner production audits are implemented. Encourage enterprises in cement, building materials, steel and other industries to carry out collaborative utilization of low value industrial solid waste (Under the guidance of the Provincial Department of Industry and Information Technology and the Department of Ecological Environment, the government of the pilot city is responsible for the implementation. The following tasks need to be implemented by the government of the pilot city, and will not be listed.) 。
2. Accelerate the recycling of industrial solid waste. Actively promote the use of advanced industrial solid waste comprehensive utilization, renewable resources recovery and utilization technology and equipment, as well as circular economy technology, process and equipment encouraged by the State. A batch of industrial solid waste comprehensive utilization demonstration projects and bases will be built with the focus on fly ash, furnace slag, smelting slag, tailings, desulfurization gypsum and other large industrial solid wastes. Establish and improve the standardization system of renewable resources industry, encourage and guide the transformation and upgrading of recycling enterprises in waste metals, waste electrical and electronic products, end-of-life vehicles, construction waste and other fields, and promote the industrial agglomeration, scale and standardized development. Focus on lead-acid batteries, power batteries, electrical and electronic products, automobiles and other industries, implement the extended producer responsibility system, and explore the formation of replicable promotion experience( Provincial Department of Industry and Information Technology, Development and Reform Commission, Department of Science and Technology, Department of Ecological Environment, Department of Housing and Urban Rural Development, Department of Commerce) 。 Fully implement green mining, adopt filling mining technology according to mine conditions, promote the use of mining solid waste to produce building materials or treat mined out areas and subsidence areas. Promote the construction of green mines in an all-round way from 2021, and build green mines within a time limit according to the principle of "must be built" (Under the guidance of Provincial Department of Natural Resources) 。 Actively promote green buildings and vigorously develop prefabricated buildings. In cities where conditions permit, promote the resource utilization of construction waste and improve the quality of recycling products of construction waste (Guided by the Provincial Department of Housing and Urban Rural Development) 。
(2) Practice a green lifestyle and promote the recycling of domestic waste.
1. Advocate green lifestyle. Formulate and issue the standard guidelines for green lifestyle, increase the publicity of green lifestyle, guide the public to practice a simple, moderate, green and low-carbon lifestyle in clothing, food, housing and transportation, and promote the reduction of domestic waste sources. Develop sharing economy and reduce resource waste. Restrict the production, sale and use of disposable non degradable plastic bags and plastic tableware, and expand the application scope of degradable plastic products; Promote the use of recyclable goods in hotel, catering and other service industries; In the fields of e-commerce, takeaway and other fields with prominent plastic pollution problems, explore a number of plastic reduction models that can be replicated and promoted. Accelerate the application of green packaging in the express industry, and by the end of 2023, basically realize the full application of environmentally friendly packaging materials for express delivery in the same city. We will promote paperless office work in public institutions. Create green shopping malls and cultivate a number of green circulation entities that apply energy-saving technologies, sell green products and provide green services. Create green restaurants and green catering enterprises, and advocate "CD-ROM action". Promote the implementation of compulsory classification of domestic waste and explore the pilot waste measurement and charging system (Guided by the Provincial Department of Ecological Environment, the Development and Reform Commission, the Department of Education, the Department of Housing and Urban Rural Development, the Department of Commerce, the Department of Culture and Tourism, the Market Supervision Bureau, and the Postal Administration) 。
2. Promote the recycling of domestic waste. Formulate the classification and diversion method of domestic waste, and establish and improve the system of classified garbage placing, classified collection, classified transportation and classified resource disposal. Each pilot city should clarify the indicators of domestic waste recycling rate in the region, and promote the utilization of recyclable materials, incineration for power generation, biological treatment and other resource utilization methods (Guided by the Provincial Department of Housing and Urban Rural Development and the Department of Ecological Environment) 。
(3) Promote green agricultural production and promote the recycling of agricultural waste.
1. Promote green agricultural production. Focusing on large-scale breeding farms and focusing on the establishment of a mechanism for the development of planting and breeding cycle, gradually realize the local comprehensive utilization of livestock and poultry manure. In beef cattle, sheep and poultry farms, solid manure composting is encouraged or centralized disposal centers are established to produce organic manure. Promote rapid and low emission solid manure composting technology, manure bedding recycling and integrated application technology of water and fertilizer in pig and cow farms. Promote various ecological agricultural technology models of comprehensive utilization of livestock and poultry manure, such as "fruit biogas livestock", "vegetable biogas livestock", "tea biogas livestock", and planting and breeding cycle. By 2022, the supporting facilities for fecal sewage treatment of pilot urban livestock and poultry farms will be basically covered, and the comprehensive utilization rate of livestock and poultry fecal sewage will reach more than 80% (Under the guidance of Provincial Department of Agriculture and Rural Affairs and Department of Ecological Environment) 。
2. Promote the recycling of agricultural wastes. Focusing on recovery and treatment, we will establish a recycling system of agricultural waste guided by the government, led by the market, with the participation of enterprises and farmers, and improve the recycling level of waste agricultural films and pesticide packaging materials. Promote the application of fully biodegradable agricultural films or standard mulching films, prohibit the production, sale and use of mulching films that do not meet the national mandatory standards, such as thickness, strength and weather resistance, and pilot and promote the extension system of producer responsibility of mulching films that "who produces, who recycles". In accordance with the principle of "who buys who returns, who sells who collects", explore the establishment of pesticide packaging waste recycling reward or user deposit return system. Encourage and support supply and marketing cooperatives to play the role of the main channel of agricultural materials supply and participate in the construction of the recycling system of agricultural film and pesticide packaging waste. Reduce the production of fishery solid waste by promoting the recycling of fishing nets and fishing gear, banning the use of foam floaters for aquaculture, and promoting the use of alternative environment-friendly fishing gear (Guided by the Provincial Department of Agriculture and Rural Affairs, the Development and Reform Commission, the Department of Industry and Information Technology, the Department of Finance, the Department of Ecological Environment, the Market Supervision Bureau, and the Supply and Marketing Cooperatives) 。
(4) Accelerate the construction of facilities and promote the matching of solid waste collection and disposal capacity.
Organize the investigation and assessment of the generation and disposal of hazardous waste, industrial solid waste, domestic waste, construction waste and other solid wastes in the region, accelerate the construction of a matching collection, transfer and storage network, and focus on improving the waste lead-acid batteries, waste mineral oil, laboratory waste and other social hazardous wastes, as well as waste batteries, waste fluorescent tubes Collection rate of hazardous wastes from living sources such as waste pesticides; Support and encourage on-site harmless treatment of solid waste, plan and build facilities for harmless treatment or resource utilization of all kinds of solid waste as a whole, incorporate facilities for classified collection and harmless treatment of solid waste into urban infrastructure and public facilities, and ensure land for facilities (Guided by the Provincial Department of Ecological Environment, the Department of Education, the Department of Industry and Information Technology, the Department of Natural Resources, the Department of Housing and Urban Rural Development, the Department of Transport, the Department of Agriculture and Rural Development, the Health Commission, and the Department of Commerce) 。 Improve and transform the backward environmental protection measures of domestic waste landfill and incineration plant. In addition to sewage treatment plants that have achieved sludge incineration disposal, other sewage treatment plants are encouraged to adopt deep dehydration process to achieve sludge volume reduction. By the end of 2023, the waste free pilot area will basically realize "zero landfill" of original domestic waste (Guided by the Provincial Department of Housing and Urban Rural Development and the Department of Ecological Environment) 。
(5) Improve the mechanism and system, and promote the fine management of solid waste in the whole process.
1. Improve the standardized management mechanism of solid waste. Promote the standardization of classified storage of industrial solid waste, formulate a classification system of industrial solid waste that conforms to the actual situation of the region, and urge enterprises to fill in and report the types, attributes, quantities, destinations and other information of solid waste (Guided by the Provincial Department of Ecological Environment, the Department of Industry and Information Technology, and the Department of Commerce) 。 Establish an information exchange mechanism between the government solid waste environmental management platform and the market-oriented solid waste public trading platform, make full use of blockchain, Internet of Things, big data and other advanced information technologies, and realize the informatization and visualization of solid waste collection, storage, transfer, and disposal. Incorporate the inspection of solid waste into the "double random" supervision of environmental law enforcement, strictly implement the assessment requirements for standardized management of solid waste, and strengthen the supervision during and after the event (Guided by the Provincial Department of Ecological Environment) 。 Enterprises that produce, utilize and dispose solid waste will be included in the scope of enterprise environmental credit assessment. Fully implement environmental pollution liability insurance for hazardous waste management units (Under the guidance of the Provincial Department of Ecological Environment, the Development and Reform Commission, the People's Bank of China Guangzhou Branch, and the Guangdong Banking and Insurance Regulatory Bureau) 。
2. Improve the risk management and control mechanism of hazardous waste. Fully implement the hazardous waste electronic transfer manifest system, strengthen the safety management of hazardous waste road transport according to law, strengthen the management of transport vehicles and employees, strictly implement the solid waste transfer handover record system, timely grasp the flow direction of hazardous waste, and improve the risk prevention and control level (Guided by the Provincial Department of Ecological Environment and the Department of Transport) 。 Strictly implement the Regulations on the Management of Medical Waste, and promote the centralized collection and disposal system of medical waste to cover all kinds of medical and health institutions at all levels. Strengthen the classified management of medical waste, explore the practice of recycling medical waste from small to large containers, and promote standardized disposal( Provincial Health Commission and Ecological Environment Department) 。 Improve the joint supervision and inspection mechanism for production facilities, storage facilities and disposal of hazardous chemicals in stock after the production and storage units of hazardous chemicals change production, stop production, stop business or disband. Improve the regulatory mechanism for the recycling and centralized disposal of abandoned, expired and ineffective pesticides and pesticide waste packaging (Guided by the Provincial Department of Ecological Environment, the Department of Public Security, the Department of Agriculture and Rural Affairs, and the Department of Emergency Management) 。 Rely on key hazardous waste disposal units, establish a regional environmental emergency disposal network, and strengthen the construction of emergency disposal capacity (Under the guidance of Provincial Department of Ecological Environment and Emergency Management) 。
3. Establish a waste free pilot zone collaboration mechanism. Establish a co construction and sharing mechanism for special types of solid waste treatment facilities in the waste free pilot area, and plan the construction, operation and maintenance of facilities as a whole. Establish a law enforcement linkage working mechanism in the waste free pilot zone, coordinate the law enforcement and supervision forces in various regions, carry out cross regional special supervision and law enforcement inspection on solid waste by means of cross regional sampling, cross inspection, joint law enforcement, etc., and crack down on illegal disposal of solid waste across regions (Guided by the Provincial Department of Ecological Environment, the Department of Industry and Information Technology, and the Department of Housing and Urban Rural Development) 。 Relying on the government's solid waste environmental management platform, establish a solid waste comprehensive information disclosure module in the waste free pilot zone, realize the cross sectoral and cross regional data sharing and interconnection of various solid wastes, and establish a channel for mutual visits, exchanges, technical cooperation and certification of solid waste management policies, standard systems, disposal technologies, etc. for governments, enterprises, think tanks, the public and other parties (Under the guidance of the Provincial Department of Ecological Environment, the Department of Science and Technology, the Department of Industry and Information Technology, the Department of Housing and Urban Rural Development, the Department of Agriculture and Rural Development, and the Department of Commerce) 。 Explore the establishment of a waste free pilot zone marine sanitation system, improve the marine waste management mechanism, and crack down on illegal dumping of solid waste at sea (Under the guidance of the Provincial Department of Ecological Environment and Guangdong Maritime Safety Administration) 。
(6) Stimulate market vitality and promote the development of relevant technologies and industries.
1. Strengthen technology R&D and application. Support the research and development of key technologies for solid waste recycling, focus on building high-end scientific research platforms and technology transfer and transformation platforms, vigorously attract advanced technologies and talents at home and abroad, and promote the marketization and industrialization of scientific research achievements such as new technologies, new products, new processes, and new materials for solid waste pollution prevention, Cultivate a group of leading solid waste treatment and disposal enterprises oriented to solving key problems in the field of solid waste in Guangdong. Focus on promoting the R&D integration and demonstration of key solid waste technologies such as domestic waste classification and recovery in residential areas, fine management of hazardous waste in the whole process, rapid identification of hazardous waste, and recycling of fly ash (Guided by the Provincial Department of Ecological Environment, the Development and Reform Commission, the Department of Science and Technology, the Department of Industry and Information Technology, the Department of Finance, and the Department of Housing and Urban Rural Development) 。
2. Promote the development of related industries. Encourage specialized institutions to engage in solid waste recycling, environmental pollution treatment and advisory services, and build a number of backbone enterprises for solid waste recycling (Guided by the Provincial Department of Ecological Environment, the Development and Reform Commission and the State owned Assets Supervision and Administration Commission) 。 Support renewable resource recovery enterprises to establish online trading platforms, improve offline recovery outlets, and realize the organic combination of online handover and offline recovery. Encourage manufacturers to cooperate with distributors and explore the establishment of reverse logistics system (Under the guidance of Provincial Department of Commerce and Supply and Marketing Cooperatives) 。 With the government of pilot cities as the main responsibility body, and without increasing the implicit debt of local governments, explore and adopt government and social capital cooperation (PPP) and other modes according to laws and regulations to promote the construction and operation of facilities for solid waste collection, utilization and disposal projects (Under the guidance of Provincial Department of Finance, Development and Reform Commission and Department of Ecological Environment) 。
3. Implement industrial support policies. Implement preferential tax policies such as value-added tax for comprehensive utilization of existing resources (Under the guidance of Guangdong Provincial Department of Finance and Guangdong Provincial Taxation Bureau) 。 In public projects invested by the government, priority should be given to the use of comprehensive utilization products with bulk industrial solid wastes as raw materials, and the application of green building materials such as new wall materials should be promoted. Explore and implement the compulsory use system of construction waste recycling products (Guided by the Provincial Development and Reform Commission, the Department of Industry and Information Technology, the Department of Housing and Urban Rural Development, and the Market Supervision Bureau) 。 In agricultural support and protection subsidies, we will increase subsidies for livestock manure and straw comprehensive utilization to produce organic fertilizer, use formula fertilizer and fully biodegradable agricultural film, and direct return of straw to farmland, and simultaneously reduce fertilizer subsidies. In accordance with the principle of marketization, explore the pilot project of green finance to support the harmless treatment of livestock and poultry waste (Under the guidance of the Provincial Department of Agriculture and Rural Affairs, the Department of Finance, the Local Financial Supervision Bureau, and the Guangdong Banking and Insurance Regulatory Bureau) 。
3、 Safeguard measures
(1) Strengthen organizational leadership.
The governments of pilot cities should establish a leading group for the construction of "waste free cities", improve the working mechanism, clarify the responsibilities of departments, strengthen incentive measures, and incorporate the pilot work into the important content of deepening the reform of urban management system. Except Shenzhen, all pilot cities should prepare their own pilot implementation plans for the construction of "waste free cities" according to the requirements of the country and our province's pilot work, and submit them to the Provincial Department of Ecological Environment by the end of December 2021. After being reviewed and approved by experts organized by the Provincial Department of Ecological Environment, the pilot cities will print and distribute them for implementation. The Provincial Department of Ecology and Environment should play a leading role, strengthen the guidance and relevant effectiveness evaluation of the pilot work together with relevant provincial departments, and organize experience exchange.
Except Shenzhen, all pilot cities shall submit the pilot work to the Provincial Department of Ecological Environment before the end of each year. The Provincial Department of Ecological Environment, together with relevant departments, shall organize the evaluation of the effectiveness of the pilot work of "waste free city" construction in our province, summarize and refine relevant experience and reform and innovation measures, form a summary of the pilot work and submit it to the provincial government within one month after the completion of the pilot work.
(2) Increase support.
The governments of pilot cities should make comprehensive use of various policies such as land, planning and finance, actively introduce and guide various social investors, and participate in the construction of "waste free cities" in various forms. We should make overall arrangements for special funds such as ecological environment to support the pilot construction of "waste free cities". Increase investment in science and technology, and accelerate the R&D and manufacturing of key technologies, processes and equipment for the reduction and high-quality utilization of solid waste. Encourage financial institutions to increase financial support for the pilot construction of "waste free cities".
(3) Strictly supervise and enforce the law.
We will strengthen supervision and inspection of green mine construction, construction waste disposal, and solid waste recycling in pilot cities. We will continue to crack down on the illegal collection and dismantling of waste lead-acid batteries, end-of-life vehicles, and waste electrical and electronic products. We will intensify efforts to investigate and deal with the production and sale of ultra-thin plastic shopping bags and agricultural films. Strengthen joint prevention and control with neighboring provinces (districts), crack down on illegal transfer and dumping of all kinds of solid wastes according to law, and engage in collection, utilization and disposal of hazardous wastes without certificates. Strengthen the review of solid waste declaration data, establish and improve the solid waste supervision and review system, strengthen dynamic supervision, seriously investigate and deal with false declaration, and strive to solve the problems of solid waste concealment, omission and unclear base. We will strengthen the comprehensive renovation of solid waste distribution centers and carry out investigation and renovation of informal domestic waste landfills. Fully investigate and renovate the storage sites of industrial solid waste, and gradually reduce the total storage amount of historical solid waste. Carry out the treatment of stored construction waste, and carry out ecological restoration for the stacking sites with large and concentrated stacking amount after the assessment meets the safety and stability requirements.
(4) Strengthen publicity and guidance.
All pilot cities should take the construction of "waste free city" as the theme, incorporate green production and lifestyle into the relevant education and training system, carry out various forms of ecological civilization education for schools, communities, families and enterprises, pool people's hearts and wisdom, and promote the greening of production and lifestyle. We will increase publicity and education on environmental management of solid waste, encourage the construction of benchmark solid waste utilization and disposal facilities integrating industrial tourism, popular science education and environmental protection demonstration, increase openness to the public, and effectively prevent the "neighborhood effect". We will strengthen the disclosure of information on the generation, utilization and disposal of solid waste, open channels for complaints and reports, and encourage the public and social organizations to participate in social supervision of solid waste pollution prevention according to law.
