Third, focusing on promoting foreign trade expansion and quality improvement, Three policies and measures were proposed to support foreign trade enterprises to seize orders and expand the market, encourage the innovative development of foreign trade formats, and promote the empowerment and efficiency of open platforms.

1、 Promote consumption recovery and upgrading
1. Increase consumption promotion activities and consumption subsidies. Encourage local financial institutions and platform enterprises to issue consumption vouchers, and encourage conditional regions such as Changsha to issue digital RMB red envelopes. The provincial overall planning related funds will be subsidized by 30% of the actual expenditure of each city and prefecture, and Zui will be subsidized by 10 million yuan. Provincially, relevant funds will be coordinated to issue promotional coupons to key disadvantaged groups. The trade unions of all units in the province shall pay annual trade union welfare in the form of multi scenario and multi-purpose consumption cards according to relevant regulations and standards. Reduce bank account service charges, reduce RMB transfer and remittance charges, cancel some bill business charges, and reduce bank card charges. 2. Increase support and guidance for consumption in key areas. Continue to implement replacement subsidies for new energy vehicles, drive the production and consumption of new energy vehicles, and strive to exceed 1 million new energy vehicles in the province. Before June 30, 2023, if an individual consumer discards a household car registered in Hunan that meets the relevant standards and purchases a new energy passenger car in the province, he or she will enjoy a subsidy of 5000 yuan on the basis of the recycling certificate of the scrapped car and the new car purchase invoice. The subsidy will be arranged by the province and the city or prefecture where the car is purchased. The provincial level will organize the promotion and application of new energy vehicles, green and smart home appliances to the countryside and other consumption promotion activities, and the provincial level will arrange funds to give appropriate subsidies according to the actual expenditures of cities and states. For the used car distribution enterprises whose annual sales volume is more than 100 million yuan and whose annual growth rate is more than 10% in the same year, 0.5% of their used car sales volume will be awarded, and Zui will be awarded up to 1 million yuan. Carry out special rectification actions for refined oil products, comprehensively promote smart tax control supervision, and provide subsidies for relevant funds at the provincial level according to the actual expenditures of cities and states. Issue cultural tourism consumption vouchers, coordinate relevant funds at the provincial level to give appropriate subsidies for cultural tourism promotion and marketing activities, give rewards and subsidies to provincial travel agencies that introduce tourists to Hunan according to relevant standards, support aviation tourism marketing activities, and provide project funding support to cities and prefectures hosting the second tourism development conference. 3. Accelerate the creation of new consumption scenarios and platforms. We will promote the pilot project of integrating domestic and foreign trade, support Changsha to build itself into an international consumption center, and drive other cities and prefectures to build regional consumption centers. Cities and prefectures newly rated as provincial (inclusive) or above demonstration pedestrian streets and smart business districts will be awarded subsidies, and Zui Gaoke will be awarded a subsidy of 1 million yuan. Cities and prefectures newly rated as provincial level or above night consumption cluster demonstration areas (including cultural tourism) will be given subsidies, and Zui will be awarded 500000 yuan. For the first time identified as the national ji e-commerce demonstration base and e-commerce demonstration enterprise, a one-time reward will be given respectively, and zui can award 1 million yuan and 800000 yuan. 4. Increase support for commercial enterprises and brands. Cultivate and strengthen the market players in the field of commerce and trade circulation, and give rewards to legal entities above the limit whose annual retail sales growth rate exceeds the provincial average and whose sales volume exceeds 20 million yuan. Zui can reach up to 100000 yuan. For online wholesale and retail enterprises registered in Hunan Province and whose annual online transaction volume exceeds 10 billion yuan for the first time, a one-time reward will be given based on 50% of the enterprise's new local tax contribution in that year, and Zui will be rewarded with 1 million yuan. For those who set up the first store in China (mainland) and the first store in Hunan in the province and sign the settlement agreement for more than 2 years, a settlement award will be given. Try to open duty-free stores in Hunan in 2023. Enterprises newly approved as "China Time honored Brand" in 2023 will be rewarded with a high reward of RMB 300000 from Zui. 5. Increase investment attraction. Set up a provincial investment promotion master fund and an industrial chain investment promotion sub fund. Support will be given according to the principle of "one case, one discussion" to the "three categories of top 500" enterprises that set up group headquarters in Hunan and the world's top 500 enterprises that set up China headquarters in Hunan. Zui Gao will give a reward of 10 million yuan to Hunan listed enterprise group headquarters who move back as a whole. Zui will give a reward of 3 million yuan to those listed enterprises in Hunan who relocate their functional headquarters and make tax contributions. We will give preferential policy support to market players who return home to start businesses and innovate and start businesses. Policy and financial support will be given to eligible private capital to participate in major projects and projects to remedy weaknesses. If the infrastructure REITs projects issued by the original stakeholders in the province are recommended to the National Development and Reform Commission, the original stakeholders will be given a subsidy of 2 million yuan for preliminary work costs, and the relevant consulting services of infrastructure REITs industry will be included in the government's guidance catalog for purchasing services. 9. Stabilize investment in real estate. Support the reasonable financing needs of real estate projects, participating enterprises and material supply enterprises. Implement stock financing extension policies such as real estate development loans and trust loans to help enterprises ease short-term debt repayment pressure. We will make full use of policy tools such as special loans and loan support plans to ensure delivery of buildings, and encourage financial institutions to increase supporting financing support. Support asset management companies to participate in asset disposal and project mergers and acquisitions of risk real estate enterprises in the province. Explore new real estate development models such as urban renewal, make full use of the housing lease policy, and use the value-added income of housing provident fund to purchase social housing resources as public rental housing and affordable rental housing to meet the rental housing needs of various groups. Policies were introduced to attract people from other places to settle down and live in peace, promote second-hand housing transactions, and digest existing houses. We will strive for all kinds of real estate market reform pilots to settle in Hunan. Support foreign trade enterprises to participate in overseas exhibitions through on-site exhibitions, online exhibitions, proxy exhibitions and other means, and provide financial support for enterprises to participate in the booth fees of key overseas exhibitions in proportion. We will give full play to the role of export credit insurance as a policy based financial tool, further expand the coverage of export credit insurance, and increase the risk premium and financing support for export credit insurance. Set up risk compensation for exchange rate hedging products, and implement the policy of "two exemptions, one subsidy and one preference" for admitted enterprises. We will guide financial institutions to expand the scale of foreign trade credit. For the interest of trade financing loans generated by the foreign trade supply chain platform to serve the development needs of the industry, we will give discount support at the standard of 50%. For the cross-border e-commerce industry belt that meets the conditions, Zui can give a one-time reward of 1 million yuan. For eligible cross-border e-commerce industrial parks, Zui can give a one-time reward of 5 million yuan. For provincial-level public overseas warehouses, the support of the first year's zui will be 600000 yuan higher, and the next two years' zui will be 300000 yuan higher each year. The cumulative support of a single enterprise for three years can reach 5 million yuan. Optimize cross-border e-commerce fund collection and payment services, and support qualified banks to carry out cross-border e-commerce foreign exchange business with reference to payment institutions. 12. Promote open platform empowerment and efficiency. To implement the promotion strategy of the pilot free trade zone, the system innovation achievements first created in the country and replicated and promoted by the country can be rewarded with 5 million yuan for each zui that has made major contributions. Support qualified regions in the province to carry out collaborative linkage with the pilot free trade zone, and build collaborative linkage zones in batches. The project funds at the provincial level are integrated to support the construction of five major international logistics channels and freight consolidation centers, and the construction of Huaihua International Dry Port. Extend the support period for the park's comprehensive foreign trade service center with sound service functions and obvious service effects. 13. Strengthen the cultivation of market players. Continue to implement the project of multiplying market players. The list of "Top 100 Enterprises in Hunan Manufacturing Industry" was released. From the second year after the list was released, the newly promoted enterprises whose business income and tax contribution increased by more than 10% will be rewarded, and Zui will be rewarded with 5 million yuan. Organize and implement the action of "intelligent endowing ten thousand enterprises", support the creation of a number of digital pilot enterprises, and award a high reward of 1 million yuan to Zui, a pilot demonstration project enterprise of national industrial Internet, big data, Internet of Things, new generation information technology and integrated development of manufacturing industry; Support the establishment of intelligent manufacturing benchmark enterprises and workshops, and award a high of 1 million yuan to zui, an intelligent manufacturing benchmark enterprise; The intelligent manufacturing benchmarking workshop zui can be awarded 500000 yuan. A reward of 1 million yuan will be given to the applicant who is newly awarded the National Ji Manufacturing Single Champion; The newly awarded national ji service-oriented manufacturing demonstration enterprises (platforms and projects) will be rewarded at the level of 500000 yuan, 1 million yuan and 2 million yuan; A subsidy of 6 million yuan will be given to the newly approved national key "small giant" enterprises, which are specialized, special and new. 14. Support technological innovation of enterprises. Implement the policy of classified awards and subsidies for enterprise research and development. For enterprises listed in key high-tech fields of the province, 12% of the additional deduction of R&D expenses enjoyed by them compared with the previous year will be given subsidies. The amount of subsidies for a single enterprise can reach 10 million yuan. Implement the reward policy of "first set, first batch, first edition, first round and first kit" (hereinafter referred to as "five first") products, and give after-sales or R&D rewards to qualified "five first" products. A one-time reward of 1 million yuan will be given to the newly recognized National Ji Industrial Design Center. For the projects listed as key products in the manufacturing industry, a subsidy of no more than 10% of the enterprise's actual project R&D investment will be given, with a high subsidy of 20 million yuan from Zui. For the "100 projects with strong foundation for product innovation" accepted, completed and put into production that year, a completion award of about 1 million yuan will be given. Formulate effective policies and measures to guide enterprises to carry out business model and management model innovation. We will expand the implementation scope of the lump sum system for science and technology talent projects. Zui, the fund for science and technology innovation talent projects, can subsidize personal life by up to 20% (major talent projects will be determined according to the agreement). 15. Support the development of key industries. Support traditional advantageous industries such as construction machinery to improve the supply chain of the industrial chain, and reward enterprises from outside the province (including overseas) that invest in Hunan with actual funds in place of 200 million yuan or more than 30 million dollars in a year for construction machinery and other advantageous industries' chain supplement and extension projects according to a certain proportion of their actual funds in place. We will continue to implement the policy of awarding and subsidizing the incremental tax contributions of industrial enterprises for technological transformation. Carry out the cultivation of "three grade" benchmark enterprises in the raw material and consumer goods industries, and award the "three grade" benchmark enterprises that were identified that year. Zui can award 500000 yuan. The industrial clusters established as national and provincial industrial clusters will be rewarded according to relevant policies. Support the development of emerging industries such as electronic information, new energy vehicles, modern petrochemical, etc., promote a batch of major projects supporting industrial development by provincial planning, and give priority to financial fund declaration, bank loans, land use, energy use, etc. For new energy vehicle manufacturing enterprises that build new R&D centers in the province and have a total investment of more than 200 million yuan and meet relevant conditions, 10% of the actual investment in R&D equipment and facilities will be supported. Support the development of general health, general aviation and other industries, relax the access of general health related industries according to regulations, and give full play to the guiding role of general aviation industry fund. 16. Support the construction of "Five Good" parks. The provincial level will make overall arrangements for funds, and award 5 million yuan to the international intergovernmental cooperation parks recognized at the provincial level; For provincial parks newly upgraded to national ji parks, 5 million yuan will be awarded; Zui can award 2 million yuan to the recognized park science and technology incubation, modern logistics, and industry finance cooperation platforms; For the parks ranking double in the national and central regions according to the comprehensive evaluation, Zui can award 5 million yuan according to the extent of ranking and the national and central regions' ranking; A reward of 2 million yuan will be given to the parks at or above the provincial level that are rated as the "Top Ten Open up Parks" of the province. 20 million yuan will be allocated from the capital construction investment within the provincial budget, and the outstanding performance in the construction of the "five good" parks will be rewarded. Priority will be given to supporting the expansion of transfer zones for parks where the average tax revenue per mu reaches the provincial average. 5、 Fully support the real economy
17. Increase financial support. Implement the discount interest policy for equipment purchase and renovation loans, and give 2.5 percentage points of discount interest to eligible projects with a term of 2 years. Continue to organize enterprises to apply for medium and long-term loans of national manufacturing industry in 2023. Continue to increase the supply of inclusive small and micro loans, and strive to ensure that the growth rate of inclusive small and micro loans is not lower than the growth rate of various loans. For the loans of small and micro enterprises (including self-employed businesses) in temporary difficulties that need to be extended, financial institutions are encouraged to meet reasonable financing needs by means of non repayment of principal, renewal of old loans, renewal of old loans, etc. in accordance with the principle of marketization and legality. The provincial finance department will continue to give periodic subsidies to the qualified insurance premiums for supporting small and agriculture. Encourage cities, prefectures, counties and urban districts to implement discount interest and fee for bank loans obtained by small and medium-sized enterprises through government financing guarantee institutions. Actively support innovation in science and technology finance, inclusive finance, supply chain finance, rural finance, and green finance, and provide strong and effective financial support to promote the overall improvement of economic operation. 18. Increase financial and tax support. From January 1 to December 31, 2023, small-scale VAT taxpayers with monthly sales of less than 100000 yuan (inclusive) will be exempted from VAT; For small-scale VAT taxpayers, the taxable sales income at the rate of 3% shall be applied, and the VAT shall be levied at the rate of 1%; For VAT prepaid items with a prepayment rate of 3%, VAT shall be prepaid at a reduced prepayment rate of 1%. For small-scale VAT taxpayers, small low profit enterprises and self-employed industrial and commercial households, resource tax, urban maintenance and construction tax, property tax, urban land use tax, stamp tax (excluding stamp tax on securities transactions), farmland occupation tax, education surcharges and local education surcharges will be levied at a reduced rate of 50%, and the implementation period will be until December 31, 2024. Taxpayers who have real difficulties in paying house property tax and urban land use tax shall be exempted or exempted according to regulations. Continue to implement the policy of "continuous supply of water, electricity and gas in arrears", allow to make up within a certain period of time, and exempt from late fees. Reduce the threshold for SMEs to participate in government procurement and increase their share in government procurement through measures such as share reservation, preferential review and preferential procurement. 19. Help enterprises stabilize and expand their posts. We will continue to implement the policy of reducing unemployment, work-related injury and other social insurance rates by stages. After the expiration of the phased deferred social insurance policy, the deferred social insurance premiums shall be paid within 6 months as originally stipulated, and shall be paid before December 31, 2023. An enterprise may, according to its own business conditions, make up the deferred social insurance premiums in a lump sum, by stages or monthly, and no late fees will be charged during the period of making up. Social insurance subsidies will be given to qualified enterprises that recruit people with difficulties in employment and small and micro enterprises that recruit college graduates who have not been employed within two years after leaving school. Periodically publish the directory of urgently needed occupations (types of work), and organize employment matching activities. 20. Strengthen energy consumption and logistics guarantee. Accelerate the construction of energy projects. The supply capacity of new coal power projects is more than 4 million kilowatts. A number of wind power and photovoltaic power generation projects were started. Accelerate the construction of the "Nanjing to Hunan" UHVDC project. Actively strive to send electricity to Hunan at the peak of winter and summer according to Zui's great capacity. Optimize power load management and fully guarantee the power demand of enterprises. Actively strive for an increase of natural gas contract volume by more than 5%, accelerate the construction of a number of gas storage facilities, and fully guarantee the gas demand of enterprises. We will continue to deepen the reform of water and electricity prices and reduce the cost of energy used by enterprises. Promote the optimization and improvement of logistics, reduce costs and increase efficiency, integrate relevant funds at the provincial level to support the development of domestic air freight, network freight and multimodal transport, strengthen the construction of logistics hubs, cold chain logistics bases and other infrastructure, expand the pilot scope of rural passenger cargo mail integration development, and continue to reduce enterprise logistics costs. The above policies and measures shall be implemented as of the date of promulgation and shall be valid until December 31, 2023. If there is a definite time limit in this measure and there is another definite time limit in the relevant documents issued by the state and the province, the provisions shall prevail.
